ST.E.SE.GEO. (Structures and Georeferential Services) is an experimental project funded by Regione Puglia within the Living Labs. It involves the building of a Geo-localized Social Observatory (WebGIS), accessible from PC, Smartphone and Tablet for the monitoring of social needs and the identification of critical states of the territory through the matching of the services in the area.

The platform detects all the socio-sanitary structures and services provided in the territory, creating a computer system accessible from PCs, smartphones and tablets. This is, briefly, the goal of Structures & Services Georeferenced (ST.E.Se.Geo.), the project co-funded by Regione Puglia under the call Apulian ICT Living Labs - PO ERDF Puglia 2007-2013 sees the participation of the Agency on Social Inclusion North Bari Ofantino in partnership with the companies Computer Sharing Sud, Centro Software Meridionale, Novaprogetti Ltd. and the Research Institute DHITECH of Lecce.

The reference area of the project ST.E.SE.GEO. is the North of Bari Ofantino. On the area there are 13 municipalities grouped into 6 Ambits. The Agency for Social Inclusion is concerned with the promotion of local development policies in the field of social inclusion and active employment policies.

Starting from the observation of territorial dynamics and from the comparison with the Public Administrations, the Agency noticed and highlighted the need to create a computing platform able to generate a usefull tool to optimize the use of a network of socio-sanitary services by the end users as well as to link the activities of the Single Access Door and the Social Secretariat of each Ambit. The ultimate goal is to provide the Public Administrations and the end users with a computer tool capable of giving the community the overall view of territory, in terms of social and health care services and structures and how to access them.

At the same time, when fully implemented, the instrument will allow, from one side, the monitoring on the quality of services offered, through the continuous observation of the information received and processed and, from the other side, to plan social and health policies through the elaboration of needs expressed by users and implemented in the platform.

St.E.Se.Geo arises to answer the need to detect all the structures and all the services of a socio-health care provided in the territory of relevance, providing a computer system accessible from PCs, from smartphones and tablets.

 

The computing platform ST.E.SE.GEO. aims to identify the socio-sanitary services and structures in the territory concerned (Andria, Barletta, Bisceglie, Canosa di Puglia, Corato, Margherita di Savoia, Minervino Murge, San Ferdinando di Puglia, Spinazzola, Trani and Trinitapoli), with their access procedures as well as to detect and analyze the social and sanitary needs in order to geolocalize the  situations of discomfort, highlighting the areas with the most critical problems.

In this way the citizens, in addition to the access in real time to the information that they would normally gain at the Only Access Doors (Porta Unica di Accesso - PUA) of Municipalities or ASL, will play an active role because the applicative will allow them to fill out web pages with their needs, according to the directives of the Social Secretariat cards of several municipalities. The platform will also allow the users to add recommendations, suggestions and complaints.

These detections will feed into a georeferenced analysis system useful, to the Agency for Social Inclusion and to the Social Secretariats of municipalities to optimize the planning of services and structures according to the expressed needs. The observatory will also allow to monitor the needs, the services provided and the critical areas in the territory, to compare them, to verify the accuracy of the data recorded on the needs and situations of trouble and to identify critical areas in the territory.

In this way the platform will realize an interactive charter of online services, in which all the facilities identified will be geo-referenced and available also through an interactive map (Google Maps), in which it will be also possible to point out the details.
